Created Issue: Z-Order [1375]

The control should provide a possibility to manipulate the z-order (stacking) of the items. Since the z-order of the Access labels cannot be changed during runtime, it will mean exchanging label controls to produce the desired z-order.

This might be in the realm of the existing ItemManager.
