The NetView should support the notion of a WorkingArea. When set, items should be kept within that working area. This is a required feature for the use case report designer.
It should be possible to implement the working area as a PlacementPolicy. Since multiple PlacementPolicies are not allowed, we should also provide a guide how to integrate this WorkingArea policy into custom PlacementPolicies.
